where is the Guard?

Why the save zone area has no guard,... example Aida1, karutan1, kanturuRuins1 and etc... Guard in save zone help kill player who has red name... So all the killer player of this game kill the guard, if they go outside the save zone, then if they have no zen to pkclear his/her character,.... and then they can w8 min./hour in save zone to return his/her character to normal status again... plz put GUARD in save zone area...!!!!
