I had that problem for ring of honor, and it took me a day to get it. All i could say sw on spots and on chars if it doesn't drop after a while.
sometimes i get that too but then again ur still getting exp by the Mastering EXP, and he 0/0 resets back ones you level up.
In server 2 , i am not able to pick up some items, some of them are exe and some not. For example i saw the five shot orb for Elfs but i couldn't...
