It's intended http://forum.eternalmu.com/threads/server-description.540340/#post-794538 Initially we thought of using regular level limits, however we don't have any character cards in shop and some players will only level alt characters to create RF, MG, DL, GL anyway and since we also have spots for regular experience leveling will be fast so we might as well allow direct creation and make it less annoying for players to create the class they want rather than spending an hour or two to do the exact same thing. If we had no regular monsters spots then we would have considered using the default limits instead.
