Solved Location of 3rd Quest NPC?

    I have looked in most maps and unable to find NPC Devin.

    Does it require Crywolf to be won for him to appear?...Forgot to check in Crywolf map :) marked as solved. If so, the server doesn't have enough people active at time of event and 1 person will be unable to complete it.

    Please let me know where to look or how to get him to appear.

    @Johnny.Appleseed, the penalty isn't applied if Crywolf event fails so you will find NPC Devin in Crywolf as you could already notice.
