   I have made feather of condor for 15 times with the percentage from 51 to 60 with vip account and only 1 success. How could 60 % be that low? Have anyone suffered the same situation with me?
   Note: the only feather also fail ........

   That is the max percent you can get and 60% still leaves a 40% fail chance which is not that surprizsing when having badluck.
   
   Try using better items, not just +9 and luck. A +13 or even +15 item will give you much better chances.
