Defense rate on items isn't working

So on most gloves and other items that can be equipped there is a defense rate that should get added to your characters defense rate, and it doesn't....i have tried on bk,mg and elf and none get the defense rate that is stated on the equippable item

and no not the exc item+dsr 10% thing the actual defense rate labeled on the item

 

noticed the same,tho def rate on shields works prefectly

 

anyone have a reason why this could be happening...has something to do with rena and summon and other bugs that have been reported??
